Pole Attachments
It appears the telecommunications industry may bring forward a pole attachment standards proposal for the 2008 legislative session. There were many meetings over the interim on this issue between telecommunications companies (such as telephone and cable) and the public and private electric utilities. In spite of all the meetings, a general consensus was never established about how to address conflicts over pole attachment rates.
The pole owners believe pole attachment rates and ancillary issues are a matter for contract negotiations, whereas the telecommunications industry believes there should be a state standard for rates and conflict resolution.
One more interim meeting was to be held at the end of November to review the various models for existing standards; however, it has been canceled. Cities should expect legislation on this issue regardless.
