Nightclub license stakeholder meeting with cities (SSB 5367)

The Liquor Control Board (LCB) is seeking input on the types of additional public safety restrictions local governments may seek under the new nightclub license approved earlier this year (SSB 5367). They have scheduled a stakeholder meeting for Monday, August 10 and hope that representatives from all of the cities that have an interest in this issue will attend.

They are in the process of preparing for a formal rule-making process this fall and want some guidance from cities on what types of restrictions cities may want to seek.

The new nightclub license will better identify establishments more prone to creating neighborhood issues and allows local governments to petition the LCB that "further restrictions be imposed on a spirits, beer, and wine nightclub license in the interest of public safety."

Public defense proposed court rule

The Washington State Supreme Court rules committee is considering taking up review of a proposed court rule addressing public defense requirements through changes to CrRLJ 4.1 and has asked the various stakeholders who weighed in on this issue last year to provide comments. The latest proposed court rule by the District and Municipal Court Judge’s Association would require defendants to be informed of the right to counsel before being arraigned and would require all indigent defendants to be assigned counsel. It would not mandate attendance by prosecutors at all arraignments. AWC is working with WSAMA's court rules committee to review the proposal, assess its impacts on cities, and prepare a joint response.

Crime-free rental housing work group

AWC will be pulling together a work group on crime-free rental housing programs this fall. During the 2009 session, AWC agreed to research further which cities operate a version of this program and to convene a group to include interested cities, landlords, and tenant advocates to try to work out the issues related to ESSB 5742 over the interim. An informal survey requesting information about city programs and asking for interest in participating in the work group was sent to cities earlier this spring.

Jail medical management model policy (SSB 5252)

WASPC has pulled together a workgroup to establish a jail medication management model policy. The workgroup was created after the passage of SSB 5252 last session, which requires WASPC to develop the model policy for jails without an in-house pharmacy to consider when training their own personnel to administer medication to inmates. The bill also allows jail personnel to continue to provide for the delivery and administration of medications for inmates in their custody, similar to current authority for group home personnel.
