Transportation Improvement Board Small City Hardship Assistance Program (CHAP)
Applications accepted on an ongoing basis.
The Small City Hardship Assistance Program was created by the Legislature in 1991 to provide state funding to offset extraordinary costs associated with the transfer of state highways to small cities. The program is funded by 1% of the funds distributed to cities through direct distribution. Every odd year, unused funding is returned to cities and towns using the direct distribution formula.
CHAP funds can only be used to reimburse the costs associated with rehabilitating the project. When widening a section of roadway, TIB’s participation will be limited to the minimum standard or existing lane and shoulder widths.
